Abstract:Japan is a typical country of a agricultural and rural modernization on the basis of small-scale peasant economy. Research shows that in the 1970s，Japan has basically realized agricultural and rural modernization，agricultural production efficiency has been significantly improved，and the gap between urban and rural areas has been significantly narrowed. Japan’s main experience in realizing agricultural and rural modernization is to focus on ensuring food security and improving agricultural productivity，sustain the expansion the scale of operation，strengthen the development of high-standard farmland，strengthen the support of modern science and technology and improve the system of socialized services，promote agricultural modernization by consolidating the agricultural foundation；make scientific plans，strengthen the development of rural living infrastructure，improve the social security system，promote sustainable agriculture，protect and inherit rural culture，and improve the rural governance system，promote agricultural and rural modernization；build a comprehensive rural education system，further education system and promote the modernization of farmers. However，the problems of Japanese capitalist private ownership，fiscal and tax collection system and political system per se which restrict the implement process of its agricultural and rural modernization，and its experience should also be taken as a warning.
