Abstract:The United States，based on its Middle East strategy，has sought to reconcile the tense relationship between Egypt and Israel，through a Qualifying Industrial Zones programme. Against the backdrop of the US push and the economic difficulties faced by Egypt，the US，Israel and Egypt eventually agreed on a tripartite framework of cooperation based on the US-Israel FTA and the Egypt-Israel Protocol. Accordingly，the US granted Egypt duty-free treatment for manufactured goods in the Qualified Industrial Zones（QIZs）that comply with the rules of origin，and is characterized by overlapping preferential policies，flexibility in the choice of enterprises and the indirect nature of cooperation between countries. In terms of its effectiveness，the QIZs have contributed limited political support to the normalization of Egypt-Israel relationship，while they have effectively promoted economic cooperation within the framework and created a “QIZs-style” model for the US to deal with international relations. QIZs，as a regional institutional framework using economic means to address political issues，have spill-over effects on both foreign investors participating in the global industrial chain and states’ model selection for promoting international cooperation.
