全球RTA数字贸易规则网络动态演化、数字经济协定特征与中国应对

Abstract:The globalization of the digital economy has driven the formation and refinement of global digital trade rules and digital economic agreements. Firstly，this report used social network analysis to construct the global RTA digital trade rules network and conducts visual analysis，whole-network analysis，and individual-network analysis to explore its dynamic evolution characteristics. It is found that China’s position and role in the network still lag behind that of economies such as the EU，the USA，and Singapore. Secondly，the development trends and main features of the rule clauses in digital economic agreements are analyzed. By comparing different clauses，it is discovered that the agreements are characterized by rules oriented towards their own interests，continuous improvement of executable details，and expanding scope of topics related to digital trade rules. Finally，specific countermeasure suggestions are proposed for how China can enhance its position in the global RTA digital trade rules network and construct a digital trade rules system that aligns with its own interests，including increasing China’s participation in the field of digital trade rule formulation，fully tapping into the information and resource advantages brought by structural holes，constructing a more complete digital trade facilitation rule system，actively promoting the development of cooperation and inclusiveness issues，relying on free trade pilot zones to build new advantages in digital trade rules，and paying attention to new trends in the development of digital trade rules under technological changes.
