2023年上海合作组织安全合作：发展与前景

Abstract:The security cooperation of the Shanghai Cooperation Organization（SCO）has achieved new development in 2023. Firstly，the SCO’s anti-terrorism cooperation has reached further development. The newly released Statement of the Council of SCO Heads of State on Countering Radicalization Leading to Terrorism，Separatism，and Extremism is of great significance，which shows the remarkable results of anti-terrorism actions and information security cooperation of the SCO members. Secondly，the institutionalized security cooperation of the SCO is steadily advancing. The SCO mechanism of security cooperation forum and other internal cooperation are steadily progressing，and its external security cooperation led by the United Nations is continuously advancing. Thirdly，the current presidency of India and Kazakhstan plays an important role in promoting security cooperation，especially in areas such as disaster reduction and relief，defense，and ecological security cooperation. Although the current tense of international and regional situations poses many challenges to the development of the SCO and its security cooperation，overall，the prospects for SCO security cooperation are broad. In the future，SCO security cooperation will maintain strong momentum；the SCO security cooperation potential continues to increase；ecological and environmental security cooperation is expected to improve and upgrade in quality.
