Abstract:Shanghai Cooperation Organization（SCO）has undergone continuous development and expansion since its establishment 23 years ago. This “big family” now has nine member states，three observer states，and fourteen dialogue partners，making it one of the largest regional organizations in the world. But the fundamental goals and tasks of the SCO remain the same，in which Central Asia is its “core area” and politics，security，economy，and cultural and humanitarian relations are the four major areas of cooperation，commonly known as the “four wheels” of the SCO. Due to SCO’s principle of “consensus-based decision-making”，maintaining the cohesion and solidarity of the organization and improving decision-making ability and execution efficiency are urgent tasks that the organization needs to address as the members of the “big family” continue to increase.
