Abstract:International chambers of commerce and trade associations are key hubs linking enterprises，capital，information，talents and other high-quality resources. The planning and construction of an international business association cluster in the Greater Bay Area，and the construction of a new platform for trade and investment “bidirectional” openness and promotion services，are of great strategic value to the development of Nansha，Guangzhou and the Greater Bay Area. Nansha，Guangzhou has significant strategic and geographic advantages in the Bay Area，and is in the window of implementation of the Nansha Plan，which is highly feasible. It is recommended that Nansha adhere to the development strategy of introducing and cultivating，supplemented by strong special policy support，to accelerate the gathering of high-quality business association resources；reasonably make good use of the early and pilot policy innovation advantages given by the Nansha Plan，and strive for the authorization of higher-level reform pilots，so as to break through the systematic barriers that exist in the early registration and settlement of the international business associations organizations and the later development of their business as soon as possible.
