Abstract:The construction and development of a unified market for voluntary carbon emission reduction in the Guangdong-Hong Kong-Macao Greater Bay Area is an crucial method to accelerate the realization of carbon neutrality in theGuangdong-Hong Kong-Macao Greater Bay Area. Under the background of one country，two systems and three legal systems，the voluntary carbon emission reduction market in the Greater Bay Area is facing the practical difficulties of fragmentation and disintegration，as well as the problems of conflicting legal systems，unsound systems and insufficient operationalization of the system. Under the guidance of the central government，the governments of Guangdong-Hong Kong-Macao Greater Bay Area should strengthen the inter-governmental coordination and management，and coordinate and improve the voluntary carbon emission reduction market trading system，information disclosure system，risk prevention system，public participation system，and voluntary carbon emission reduction project methodology.
