文章摘要：我国海洋外来物种入侵情况严重，国家针对海洋入侵种的立法体系不足以应对和解决海洋入侵种所造成的危害。应就海洋外来物种入侵的防治进行专门立法，以海洋生物多样性保护为主要立法目的，建立以海洋生态系统为基础的统一协调的行政监管体制，明确风险预防原则为首要原则，发展相应的预防制度，呼吁公众参与海洋入侵种的防治管理。
