Abstract:The construction of a unified national carbon emissions trading market is an important institutional innovation for China to use market mechanisms to control and reduce greenhouse gas emissions，promote green and low-carbon transformation of the economic development mode，and an important policy tool for strengthening the construction of an ecological civilisation and the implementation of international emission reduction commitments. The national carbon market was formally launched on line in July 2021，and has been operating for two compliance cycles so far，with work underway for the third compliance cycle. This report summarises the work of the national carbon market. This report comprehensively assesses the effectiveness of the construction of the national carbon market and summarises the valuable experience by collating and summarising the background of the construction of the national carbon market，the construction of the institutional system and the work and operation of the two compliance cycles，and analysing the results of the questionnaire survey of key emission units. At the same time，it explores the impact of CBAM mechanism on China’s carbon market and puts forward the response ideas based on the national carbon market. On this basis，it anchors the goal of building a more effective，dynamic and internationally influential national carbon market，and looks forward to the role of the national carbon market in the high-quality development of China’s economy and society in the future.
