Abstract:Science and technology innovation is an important means to improve productivity，and it is the primary driving force to lead high-quality economic development. In the meantime，science and technology innovation is an important force leading the development of “the Belt and Road” initiative. Strengthening scientific and technological innovation cooperation is conducive to promoting high-quality economic and social development of “the Belt and Road” countries. Since the implementation of “the Belt and Road” Initiative ten years ago，scientific and technological innovation cooperation among “the Belt and Road” countries has achieved remarkable success and made a series of major progress. Shanghai has some advantages in the science and technology innovation cooperation among “the Belt and Road” countries，but it also faces some constraints. For the current challenges facing “the Belt and Road” cooperation in science and technology innovation，it is necessary to optimize the mechanism and policy to promote science and technology innovation，and to strengthen the communication and coordination in science and technology innovation.
