东京以国际城市建设为抓手更新长期发展战略

Abstract:The COVID-19 epidemic has caused huge impact on cities around the world. In the new period，problems such as demographic structure changes，sluggish economic development and local conflicts have intensified. Conventional solutions might no longer be applied to current complex socio-economic problems. The Tokyo Metropolitan Government and its Policy and Planning Bureau have respectively released the Future Tokyo：Tokyo’s Long Term Strategy（Version Up to 2023）and Guidelines for Promoting International Urban Strategy Projects，proposing long-term development measures for Tokyo to address various socio-economic issues in the post COVID-19 era and planning for building an international city. The promotion of such long-term development strategy with the focus of international city construction by Tokyo government has great benchmark value for Chinese mega cities’ development planning in new period. At the same time，these two development strategies have strong operability，and have certain reference significance for mega cities’ government to improve in field of population aging response，urban image promotion，and international city construction.
