Abstract:The Mogao Grottoes secured a good state of conservation，research，management and utilization in 2021. Aiming at “building itself into an exemplar for World Cultural Heritage conservation and the level of Dunhuang studies and focusing on the development of the comprehensive quality management framework，Dunhuang Academy continued to strengthen top-down planning and management system building. It intensified cultural heritage conservation and research，developed the comprehensive conservation system placing equal emphasis on both emergency and preventive conservation. As a result，a number of important achievements were made in basic and applied research and key technology development involving heritage property conservation，preventive preservation，and cultural heritage digitalization. Grottoes safety and fire control projects were strictly implemented，further improving capacity of protection through the use of materials，technologies and human resources，it is safe all year round. Efforts were made to explore and interpret the philosophical ideas，humanistic spirit，values，and code of conduct embodied by the Dunhuang Culture，deepening and extending the scope of research in the humanity and social sciences. Approaches to cultural presentation and dissemination were innovated to initially develop a system for promoting and disseminating the value of cultural heritage. Efforts were also made to develop a grotto tourism model in the context of sustainable protection and control of the COVID-19 pandemic. Emergency plans and visitation processes were properly designed in line with the guideline of “booked，staggered and restricted visitation”，with an aim to improve tourist service and visiting experience and ensure safe and orderly visitation.
