北极人的安全问题：治理与中国进路

Abstract:After the Cold War，the concept of human security had extended to the Arctic region gradually. This concept primarily encompasses water security，food security，infrastructure security，survival security，and indigenous political security by aggregating security factors at individual dimension，community dimension and national dimension. As the idea of human security has gained widespread attention，the Arctic states are also using it as an important reference object for their security decision-making. China has given shape to the four major development interests during the process of Arctic governance，including scientific research，environmental protection，economic development and social governance，which overlap with the content of Arctic human security governance. Therefore，China should actively respond to the Arctic human security governance process by improving identity design，increasing intellectual capital，and expanding participating entities，and thus improving its governance capacity and providing an effective model for human security governance in the Arctic region.
