Abstract:The Guimao educational system is the first educational system in modern China that was announced by the Education Act and implemented nationwide. It is the most comprehensive legal document in the education legislation in the late Qing Dynasty. It was influenced by Japanese educational system，behind its promulgation，there are not only educational books translated from Japanese as the theoretical basis，but also the experience of visiting and inspecting the current situation of Japanese education，and the Japanese educational system as a template. This article will focus on the birth of this academic system，and analyze the Japanese elements in the beginning of the modernization of Chinese education from four aspects：birth background，theoretical cornerstone，content and features，the value of the times.
