Abstract:2021 is the first year of Biden’s presidency. Although facing multiple threats such as the COVID-19 epidemic and climate change，the Biden administration has always maintained a strong investment in the military field to seek an absolute advantage in great power competition. This year，the United States focused on the competition of great powers with integrated deterrence，accelerated the capacity-building of Joint All-Domain Operations，increased military cooperation with allies，returned to the international community，enhanced capabilities in key areas，intensively carried out operational concepts verification，developed intelligent and unmanned weapons and equipment，and promoted the Indo-Pacific Strategy to take root by means of the Pacific Deterrence Initiative. As for the policy toward China，the Biden administration stressed that it would make every effort to build a military encirclement of China by adopting the whole-of-government strategy，relying on U.S. allies，and preparing for high-end war，which increased the military risks between China and the United States.
