Implementing the industrial base reengineering project can increase the completeness of the industrial chain supply chain，enhance the added value of the industry，enhance the smoothness of the industrial cycle，and enhance the toughness and safety level of the industrial chain supply chain. Industrial base reengineering project involves projects and products in industrial development，market characteristics，innovation methods and technology acquisition methods，etc.，which have typical characteristics. In the implementation process，it faces problems such as great difficulty in tackling innovative problems，lack of innovation capcacity in basic research and difficulty in transforming achievements.
