文化无国界 上合心相通

Abstract:On June 15，2001，the Shanghai Cooperation Organization was announced in Shanghai. In the past 20 years，under the guidance of the “Shanghai Spirit”，all member states，observer states，and dialogue partners have been helping each other，continuously strengthening mutual trust and good-neighborly friendship，and continuously advancing cooperation in various fields to deepen and solidify，which has become an important force to improve regional development and global governance. This year marks the 20th anniversary of the establishment of the SCO，and it is also the first “SCO Cultural Year” jointly announced by the leaders of the member states. Cultural cooperation plays an important role in deepening the exchanges and mutual learning of civilizations among member states and promoting cooperation in various fields under the framework of the SCO. It is also an important part of the “Belt and Road” construction in the field of people-to-people bonds. However，under the new international situation，the SCO cultural cooperation is also facing new challenges and problems. Looking back the past，looking forward to the future，re-understanding and re-excavating the value and experience of the SCO，drawing strength from it，and enhancing confidence，and strive to promote the SCO to rebuild its glory at a new historical starting point.
