Abstract:The high-quality development of technology trade is an important breakthrough for accelerating China’s transformation into a trader of quality. In recent years，the development scale of China’s technology trade has made steady progress，the export scale of intellectual property services has continued to expand，the trade surplus of electronic information services has grown steadily，and the overall technology trade deficit has shrunk significantly. The eastern region is still an important regional force in the development of China’s technology trade，and private enterprises have become an important market player in international technology cooperation. The United States，Europe，Japan and South Korea are still the main source of China’s technology import，and the technology import has gradually changed from incremental to high-quality. China has close technical cooperation with the countries along the Belt and Road，and the turnover of technology contracts in emerging fields such as electronic information and modern transportation has increased significantly. However，China’s technology dependence on foreign countries is still high，and its independent innovation ability in key technology fields of manufacturing and information technology still needs to be further strengthened. In order to effectively deal with the continuous tightening repression in science and technology from Western countries，and reduce the risk of “supply interruption” in the industrial chain，this report proposes to increase scientific research in key technology fields，strengthen cooperation in the supply chain of the industrial chain，promote technical trade exchanges and cooperation，give full play to the positive role of private entities，and strengthen openness and cooperation in science，technology and innovation.
