Abstract:Since late 2021，as the impact of the epidemic on the Philippines has eased，the Philippine defense sector has gradually resumed and actively expanded defense cooperation with military alliance partners and regional powers. In 2022，the Philippine-U.S.alliance has entered a honeymoon period with the “shoulder-to-shoulder” military exercise and the renewal of the Philippine-U.S.Visiting Forces Agreement（VFA），which once faced termination，and the resumption of U.S.operations at Philippine military bases. But at the same time，the Philippines is also actively expanding its efforts to build deeper security trust with other regional powers，such as maintaining military exchanges and cooperation in military capacity building with China and establishing the first-ever “2+2” talks with Japan’s foreign minister and defense minister. The Philippine-U.S.alliance is expected to remain in a honeymoon period during Philippine President Ferdinand Marcos Jr. takes office，while the country is expected to develop more military cooperation with major countries in the Asia-Pacific region in accordance with the Philippine “balance of power” strategy.
