Abstract:The study of cross-border e-commerce policies will help to formulate more reasonable and effective cross-border e-commerce policies，and better promote the future development of cross-border e-commerce especially under the guidance of the spirit of the 20th National Congress of the Communist Party of China. Based on the quantitative analysis of China’s cross-border e-commerce policies by the 20th National Congress of the Communist Party of China. According to research findings，there are deviations between the existing cross-border e-commerce policies and the spirit of the 20th National Congress of the Communist Party of China. It is necessary to revise the cross-border e-commerce policies according to the spirit of the 20th National Congress of the Communist Party of China. In 2020，cross-border e-commerce policies were issued intensively，and it presented three stages. The number of cross-border e-commerce policies of local governments is more than that of the State Council and national ministries. There are great differences in different policy tools，and there are some convergences of policy types at different stages. We should pay close attention to the deviation between the existing policies and the spirit of the 20th National Congress in order to implement and take the advantage of cross-border e-commerce policies. Based on the guidance of the spirit of the 20th National Congress，the cross-border e-commerce policies of local governments and nation will be issued in order to realize the healthy development of cross-border e-commerce.
