Abstract:Starting from the goals of carbon peak and carbon neutrality，this report will investigate the internal mechanism of realizing the goal of “double carbon”. Combined with the main objectives and key tasks proposed in the plan，select specific index data from multiple dimensions，and establish an index system to measure the achievement of regional objectives of carbon peaking and carbon neutrality. According to The Green and Low-carbon Energy Transformation Action，the “top ten carbon peak actions” such as the orderly carbon peak action in various regions have constructed the basic framework of the index system，calculated the weight according to the carbon emission equivalent between departments in the carbon emission system，and completed the calculation of the comprehensive evaluation index. The average of 5.89 for the inter-provincial carbon neutrality development index in 2019，exceeding value of 14 provinces（autonomous regions）. Among them，the leading provinces （autonomous regions） are Inner Mongolia Autonomous Region，Zhejiang Province，Guangdong Province，Yunnan Province and Gansu Province，and the carbon neutrality development index has reached 6.92，6.89，6.50，6.34 and 6.48 respectively.
