Abstract:The energy conservation review system is a system to evaluate and review energy efficiency and the energy consumption of new projects，is an administrative licensing matter set by the national energy conservation department according to law. Since its implementation，the system has played an important role in improving the energy efficiency level，reducing the cost of energy consumption，and supporting to achieve targets for energy conservation. The State Council’s “Action plan for reaching the peak of carbon by 2030” requires strengthening the energy conservation review system of fixed asset investment projects，comprehensively evaluating the project’s energy consumption and carbon emissions，and promoting energy conservation and carbon reduction from the source. Explore carbon emission assessment in the energy conservation review system，and giving full play to the role of improving energy efficiency，regulating the total amount of energy consumption，optimizing the structure of energy consumption，and promoting the green transformation of industry from the source are the important mission and task faced by the energy conservation review system under major strategic decisions and deployment of carbon peak and carbon neutralization.
