Abstract:During 2021，the first year of Luis Arce of the left-wing Movimiento al Socialismo （MAS） party took office as President，conflicts within the ruling party and between the ruling party and the opposition parties intensified and the political polarization increased，although MAS still held a majority in the legislature. The policy reform launched by Arce early in his presidency was met with difficulties and there seemed little policy room for him to do so. Bolivia’s economic situation in 2021 was better than that in 2020，with a slow recovery and positive growth in both GDP and GDP per capita，but with insufficient capacity and low quality of growth in major sectors of the economy. Bolivia’s social policy in 2021 was dominated by vaccination programme and bail-out measures. The Arce administration pursued a moderate and pragmatic strategy in the diplomatic field，restoring and maintaining friendly relations with traditional allies，advocating in the international arena a new model of green development and eco-integration cooperation with great respects to “Pachamama”.
