2020年越南军事发展暨2021年展望

Abstract:In 2020，the People’s Army of Vietnam held the 11th Party Congress to set the targets of military construction and development in the term of 2020-2025. It carried out the rectification activities on the ideological and political education，and continued to revise and issue relevant laws and regulations on national defense and military. Major adjustments had taken place in senior military generals. The indicators to streamline and restructure army establishment and system had been basically completed. The modernization of military equipment had gradually shifted to independent research and development. The combat training focused on counterattack in defense. In the context that the global diplomatic activities were deeply influenced by the COVID-19 pandemic，Vietnam had made full use of the opportunity being as the rotating presidency of ASEAN and the non-permanent member of the UN Security Council from 2020 to 2021 to actively develop multilateral and bilateral military diplomacy through online and offline activities，and constantly expand the breadth and depth of its external defense cooperation. In 2021，under the background of the more stringent measures to control the COVID-19 pandemic，the People’s Army of Vietnam will focus on deploying and implementing the targets of military construction and development set by the 11th Party Congress of the Vietnam People’s Army and the 13th National Congress of the Communist Party of Vietnam. It will speed up the modernization of some military branches and aim to solve the remaining problems and expand the bilateral relations in the field of external defense.
