Abstract:In recent years，Guangzhou，as a national service trade innovation development pilot city，has improved its cultural export policy and promoted the rapid development of cultural trade. As one of the few cities in the country that has two national cultural export bases，Tianhe District and Panyu District，it has export advantages in games，toys，books，etc. In the era of regular epidemic prevention and control，Guangzhou’s cultural trade is faced with the shocked import and export，the high concentration of trade commodities，the third largest number of key cultural export enterprises，the culturally advantageous enterprises actively “going out”，and the good development of national cultural export bases. At the same time，it is also faced with problems such as the need to improve the comprehensive strength of cultural enterprises，the insufficient supply of talents in the cultural industry，the need to improve the accuracy of supporting policies for cultural trade，and the poor ability of enterprises to expand overseas markets. Therefore，combined with Guangzhou’s “14th Five-Year Plan”，this report proposes recommendations such as cultivating key cultural export enterprises，increasing the protection of cultural export policies，focusing on the advantageous fields of cultural export，strengthening the protection of talents for the development of cultural industries，improving “going out” culture and intellectual property intermediary organizations.
