上海对非洲国家经济技术援助历史考察（1960—1990）

Abstract:Shanghai offered 31 complete projects for 16 African countries，between 1960s and early 1990s，together with many more other forms of official assistance and economic and technological programs. The main modes include goods and materials，complete projects，technical cooperation，human resources development cooperation，medical teams，etc.，while the key point was the complete projects. Generally speaking，Shanghai’s aid to Africa was characterized by early start，diverse categories and heavy tasks. When Shanghai offered economic and technical assistance to Africa，it showed several periodical characteristics. And during this period，the practice and policy adjustment for Shanghai’s assistance to Africa，not only completed the foreign aid task，but also laid a certain foundation for the healthy and rapid growth of China-Africa economic relations.
