新加坡教育服务贸易现状及经验借鉴

Abstract:Since its independence，Singapore has attached great importance to the development of education service industry and education service trade. Today，Singapore’s education has become famous both at home and abroad. After many educational reforms，Singapore’s national education level has been greatly improved. It has also formed a mature education system and a number of policies to support and supervise the operation of the education service industry. It has attracted numerous high-quality talents from home and abroad to study and work in Singapore. This paper analyzes the current situation and characteristics of Singapore’s education services trade from four aspects：cross-border delivery，consumption abroad，commercial presence and the movement of natural persons. It finds out that Singapore’s distance education promotes the development of education services trade，which accounts for a relatively large proportion of exports. It has introduced many excellent overseas resources，built many overseas offices，and paid more attention to the international exchange and on-the-job training of teachers. Based on the development reality of Singapore’s education service trade，this paper sums up the experience that can be used for reference，including adopting the education service development strategy that matches the national economic development，forming a mature and perfect education system，continuously promoting the opening and international development of the education service industry，and implementing sufficiently flexible education service policies and strict supervision measures.
