Abstract:In 2021,affected by factors such as the Covid-19 epidemic,climate disasters,frequent occurrences of pests and diseases,sharp rises in the prices of raw materials and agricultural materials,sluggish consumer demand for residents,as well as the shortage of agricultural personnel and rising human resource costs due to epidemic prevention and control,Russia’s agriculture fell for the first time since 2018,but the agricultural production fully met domestic demand. In particular,the agro-industrial complex has overcome various difficulties brought about by the epidemic,the overall development trend of production and export was good,and the effect of import substitution was remarkable. This ensured that the targets of the new “Food Security Doctrine” in 2021 were successfully achieved. In order to ensure its own food security,Russia continued to adopt an export restriction mechanism on the grain market,which is expected to come into play from 2022. Under the continuous impact of the global epidemic,the development of the Russian agro-industrial complex mainly focused on agricultural modernization,the cultivation of agricultural compound talents,and the improvement of the state support mechanism and the construction of small agricultural enterprises. In 2022,Russia will continue to tighten its agricultural policy,and the government will further strengthen the supervision of the agro-industrial complex in terms of industry development and market management. While increasing the investment vitality of agricultural enterprises,Russia will vigorously promote the construction of green agro-industrial complexes and digital agro-industrial complexes,and accelerates the implementation of the national plan for agricultural land transfer and land reclamation. In addition,the impact of ESG transformation on the development of agro-industrial complexes will be actively assessed to continuously improve the competitiveness of products in the international and domestic markets,thus ensuring the sustainable development of Russia’s agriculture and maintaining its dominant position in the world agricultural sector.
