Abstract:In 2021，according to the changes of domestic and external situations，the Russian government adjusted its cultural policies from the conceptual，legal and economic levels，which was well reflected in three documents，namely “State Plan for Cultural Development”，“State Security Strategy” and “Outline of State Cultural Policy”. These documents mentioned the erosion and threat of western culture，highlighted the concept of cultural sovereignty，defined the traditional Russian spiritual and moral values，and formulated a series of measures to protect the traditional culture. The goal of the adjusted cultural policy is to combine the interests of national security，unity of cultural space and diversity of national ethnic culture，implement values-oriented national cultural policy，spread traditional values of Russian society，increase the identity of Russian civilization，and improve social cohesion.
