Abstract:The outbreak of COVID-19 pandemic has affected the Hong Kong tourism industry significantly due to the travel restriction and the slump of travel demand. Tourist behavior and tourist demand have been changed during this global health crisis. To mitigate the negative impact of the pandemic on the tourism industry and attain a sustainable recovery of tourism sector，it is critical to have a good understanding of the future tourism market development. This article employs statistics on Hong Kong’s tourism and hospitality industry during the pandemic period of 2019-2021. The analysis results show that Hong Kong tourism industry was affected by social violence in 2019，and the number of tourists visiting Hong Kong continued to decline；since the outbreak of the COVID-19 pandemic in 2020，the number of tourists has plummeted，and Hong Kong tourism industry has been in a state of freezing；from the second quarter of 2021，with the obvious recovery of the local economy and the increase vaccination rate of Hong Kong and the government’s step-by-step relaxation of travel restrictions，Hong Kong’s tourism industry will have the opportunity to begin to gradually recover. On the basis of discussing the relevant countermeasures in response to the COVID-19 pandemic of the Hong Kong government and the tourism industry，and combining scholars’ scientific predictions on the future development of Hong Kong’s tourism industry，we believe that Hong Kong’s future tourism development direction will be mainly in three areas，namely short-distance tourism，health tourism and smart tourism. Based on the goal of achieving sustainable development in Hong Kong’s tourism industry，the study puts forward suggestions on the future direction of Hong Kong’s response to other crises：first，timely identification of changes in passenger demand after the crisis；second，maintaining the diversification and specialization of tourism products；Third，maintaining the diversification of tourist sources；fourth，maintaining the publicity of the tourist destination image.
