ICANN治理架构变革与中国应对

Abstract:The transfer of the stewardship of IANA functions on September 30，2016 resulted in the transformation of the governance structure of ICANN - the most symbolic event in the transformation of global cyberspace governance framework. The battle over the direction of the transformation，namely whether towards internationalization or towards privatization，ran through the whole process of the transformation，which is an inevitable result of the proliferation of capital and political power into cyberspace. This report tries to give a brief review of this development process and put forward some opinions and suggestions from the point of view of basic implementation and basic policy practice.
