2021年北京开放基于云计算技术的增值电信服务问题研究

Abstract:The application of cloud computing technology in the digital age promotes the rapid development of value-added telecommunications services. At the same time，the degree of embedding of the technology in value-added telecommunications services is on the rise. Cloud computing value-added telecommunications services are very likely to develop into the backbone of the value-added telecommunications field. In the context of expanding the opening up of the service industry，it is of far-reaching significance to study the market access issues of Beijing’s cloud computing value-added telecommunications services. Through combing and comparative analysis of the existing opening measures of Beijing’s cloud computing value-added telecommunications services，it is found that Beijing still has some problems in the process of opening up foreign investment. etc in cloud computing value-added telecommunications，these problems mainly related to policy formulation，qualification review，regulation in process and afterwards，negative list design，and the security review of foreign investment. In the face of the above problems，it is recommended that improvements be made in the following aspects，including continuing to relax restrictions on foreign equity ratios，improving the supervision mechanism in process and afterwards，improving the security review mechanism of foreign investment，using the negative list model，further relaxing the qualification requirements and focusing on review of VIE structure，etc，and helping Beijing’s cloud computing value-added telecommunications services to expand and open.
