澳门的机遇与挑战：“一带一路”背景下社会经济文化发展新思维

Abstract:Empiricism，from the perspective of philosophy，is a form of subjectivism，whose characteristic starts from narrow personal experience. And it despises theory but exaggerates the perceptual experience，when observe and deal with problems. It does not adopt associated，developed and comprehensive points of view，but takes an isolated，static and one-sided view. Generally speaking，they mistakenly take local experience for universal truth，apply mechanically and deny concrete analysis to specific issues. And they do not make a comprehensive analysis and evaluation in the changing environment but dogmatically starts from the experience. The social progress and development need impetus，and the knowledge and skill to obtain material value are the result of social accumulation through themselves. The result of accumulation through the education conveys to human itself，so as to improve the competition ability of the human capital. Innovation is the lever to improve the knowledge structure，which requires that innovation drives education，and education leads the social progress to realize social comprehensive promotion of human capital. “The Belt and Road”（B&R）initiative，put forward by the Chinese President Xi，is the innovative change of the traditional thinking mode，and its essence is to lead comprehensive improvement and development of social economy and culture by the innovative consciousness. The national 12th Five-year Plan outline addresses that China will make Macao a world tourism and leisure center and appropriately diversify its economy to promote the healthy and rapid development of tourism，so as to rapidly improve the strength of the whole society and economy. Under the driving force of innovative thinking mode led by B&R，combining with the national 12th Five-year Plan outline，how to quickly and efficiently improve Macao’s social economy and culture of competitiveness on the whole and realize the industry diversification become the focus from all walks of life. This paper puts forward that to change the traditional concept of education needs to innovate the meaning，function and service scope of education etc.，and through the thinking mode transformation and innovation of education，to better meet the demand of social economic and cultural development construction. Taking the enhancement of the soft power as the main way of competitive power output，Macao would finally realizes its social economic and cultural development strategy formulated by the state.
