“冰上丝绸之路”背景下中俄哈额尔齐斯河-鄂毕河合作机制的构建

Abstract:With the deepening of sub-region cooperation among China，Russia and Kazakhstan and the implementation of the Belt and Road Initiative，the historical opportunity of Irtysh—Ob River cooperation mechanism is emerging. The Irtysh-Ob river as a transboundary water transport corridor connecting the Silk Road Economic Belt，the Polar Silk Road and the Yamal Peninsula，contribution to the value is increasingly prominent. However，the cooperation mechanism on the Irtysh-Ob river is faced with many realistic challenges，the problems of social and economic development，mechanism platform construction and regional security. In this regard，China，Russia and Kazakhstan need to strengthen communication and mutual trust，enhance top-level design and give full play to the active role of sub-national government actors. Three countries need to provide a basis of mutual trust and institutional guarantee for the establishment of the Irtysh-Ob river cooperation mechanism.
