中国对伊拉克石油投资的风险分析

Abstract:With the Iraq’s Maliki government began its historic global tendering for transnational oil companies，CNPC，SINOPEC and CNOOC，China’s three major state-own oil companies firmly seized the opportunities to invest in oil production in Iraq and made substantial progress. However，the Chinese oil investments are under threats from some significant risks potentially produced by Sino-US interests conflicts in Iraq，deterioration of Iraqi security situation，unhealthy investment，operation environment and unstable international energy market. To effectively protect Chinese oil enterprises’ investment in Iraq，Sino-US strategic dialogue should be strengthened，bilateral strategic consensus should be enhanced，the principle of noninterference should be insisted on，the neutrality of foreign investment should be guaranteed，government’s public diplomacy should be improved，and enterprises’ images should be well shaped. Meanwhile，means，such as establishing investment risk assessment and emergency response mechanisms，should be taken to deal with and control the risks of China’s oil investments in Iraq.
