北极地区的治理进程、态势评估及应对之策

Abstract:The opportunities and challenges brought by the Arctic issue to the Arctic region and the world cannot be ignored，and its effective governance plays a crucial role in the development of the Arctic and the world. In the face of the increasingly complex global Arctic problem，the traditional Arctic governance model led by Arctic countries and Arctic Council has become inadequate. Global Arctic governance often fails，which also challenges China’s participation in Arctic governance. Based on a detailed review of the development process of the Arctic governance system，this paper evaluates the development status of the Arctic issue from eight aspects：the dispute over route sovereignty，the dispute over rules，the role of the Arctic Council，the shipping management system，the game of resources and energy，the participation in scientific research and environmental protection，economic development and military security. Furthermore，it puts forward countermeasures and suggestions for China’s participation in Arctic governance，including promoting the improvement of Arctic governance mechanism，actively responding to geopolitical threats，taking Sino Russian cooperation as a key entry point，making rational use of the Arctic，creating a diversified Arctic international environment，and promoting the construction of a community with a shared future in the Arctic，with a view to helping China’s participation in Arctic affairs degree process.
