国际航空碳抵消与减排机制（CORSIA）及其影响分析

Abstract:The 39th session of the ICAO Assembly adopted the resolution on the development of the carbon offsetting and reduction scheme for international aviation，which established the first sectoral market-based measures globally. In June 2018，the ICAO Council adopted the CORSIA Standards and Recommended Practices（SARPs）as Annex 16，Volume IV to the Convention on International Civil Aviation. This paper elaborates on the development of the CORSIA as well as its SARPs and analyzes the impact of CORSIA，particularly its offsetting assignment methods，eligible emission units criteria，sustainable aviation fuel criteria，etc，on Chinese aviation industry and its relevant industries as well as the impact on the global climate governance. Based on the analysis，this paper makes recommendations on how China should address the CORSIA appropriately.
