Abstract:This Chapter outlines main activities of China’s administration of foreign exchange in 2012.Then，Based on the statistics of balance of payments in 2013，it focuses on the four main aspects in the administrative actions of foreign exchange in 2013，which includes the reform in foreign exchange reserve management，the capital accounts liberalization，the bidirectional managements in the cross-border capital flow and reform in promoting flexibility of the foreign exchange rate and improving management on the foreign exchange market，Based on the core rule of the 18th Third Plenary Session，it argues that the China’s administration of foreign exchange will emphasize the rule that the market should play a decisive role in the resources allocation，continue to support real economic activities，enhance the ability to manage risks of foreign exchange and balance of payments，and improve the relative rules and activities aiming at transforming administration mode .
