Abstract:The emergency and development of financial holding companies is an inevitable trend for financial industry to move from mixed operation to separated operation and to coordinated operation. Though financial holding companies have an important role to play in serving the real economy and promoting China’s social and economic development，they are also known for disordered expansion，capital flee，capital recycling，related party transaction and risk cross-infection，and so on. Holding the bottom line of risks is a precondition and fundamental safeguard for all financial development. After years of parallel development of separated supervision and mixed operation，the State Council and the People’s Bank of China have successively promulgated guiding opinions and regulatory measures to formally include bring financial holding companies under regulation. This paper is to identify the balance between compliance regulation and development and innovation of financial holding companies，systematically analyze the evolution，existing problems and current regulation of financial holding companies，define and classify them and give advice on proper regulatory measures.
