底线公平：全球互联网治理的理论分析与中国视角

Abstract:As the leader of the globalization process，China urgently needs to participate in global Internet governance，and the development of the global Internet also needs China's participation. Currently，the global Internet governance e is at a critical period of reform，promote the governance pattern of “multilateral participation，multi-participation”，ensure equal sharing of the benefits of Internet rights，improve the active role of various non-state actors，and increasingly become a focus among the government and all sectors of society. In the Internet age，promoting the fair governance of the Internet and safeguarding human rights on the Internet have worked actively to build international consensus.“Baseline Equality” originated in the study on social welfare is a theory of the global Internet governance that can be used for reference. From the perspective of the legitimacy of government participation in the global Internet governance，this paper analyzes the three theory-modes in the evolution of Internet governance. Based on the traditional Chinese culture and international practices，it proposes the “Baseline Equality” theory In order to protect the network human rights，and explained the baseline design strategy in the global Internet governance from different perspectives. Finally，this paper puts forward some suggestions based on this theory.
