德国国家创新体系的特征、发展和启示——兼论中德创新合作

Abstract:Innovation plays an overarching role for Germany’s economy. Using the OECD’s model for an innovation system，this paper introduces the functions of the government and the business sector，of public research institutes and education institutions as well as of intermediary organizations in the innovation system of Germany. Since 2016 the federal government has implemented new measures to increase the efficiency of the innovation system，including digitization in several fields，a reform of the career model of young scientists in universities，and new industrial projects. These steps reflect the adaptation of relevant policies to international industrial trends in order to stay ahead of the global competition. Along with the development of science and technology in China and the change of the international economic environment，there will be more and more opportunities for China and Germany to cooperate in the field of innovation.
