Abstract:In the era of big data,data resources owned by the government have unlimited economic potential and social value. Meeting the demand of economic and social development for open government data has become an urgent and major challenge for government departments. On January 14,2019,US President Donald trump signed the Open,Public,Electronic,and Necessary Government Data Act(also known as the OPEN Government Data Act),requiring all government departments to open “non-sensitive” government data to the public. It is believed that the law provides an institutional guarantee to ensure the openness of government data and improve the efficiency of data utilization. It is of positive significance for the public to innovate with government data and it may trigger a data tsunami for artificial intelligence applications. The experience of the American government in the construction and practical application of data opening system is of great significance to the opening and sharing of government data in China. At present,Chinese government’s effort in this area is gradually advancing from the central to the local. The comprehensive deepening of the reform in various key areas is urgently calling for the improvement of the data governance ability of government departments. However,due to limitations in understanding,systems and resources,there are still many problems in Chinese government data openness,such as different standards,scattered data and local data barriers. All parties proposed to strengthen the top-level system design of public data opening,to accelerate the construction of the legal framework of public data opening,to build a unified platform of government data opening,and to strengthen the governance ability of government information resources.
