2011~2035年上海“生态之城”建设的国际对标分析及对策建议

Abstract:Currently，Shanghai is under the crucial development phase of building an international center of economy，finance，trade，shipping，and scientific & technologic innovation，consolidating its “Three Major Tasks and One Major Platform” ［namely the Lingang Special Area of the China（Shanghai）Pilot Free Trade Zone，Shanghai Stock Exchange Star Market and Yangtze River Delta integration as the three major tasks and China International Import Expo（CIIE）as the one platform］，as well as strengthening its “Four Major functions”（namely in allocating global resources，fostering science and technology innovation，leveraging high-end industries and serving as a portal for opening-up）. Through comparison between similar global cities，we find that “Ecological City” generally reflects high-quality ecological environment，high-quality economic development and high-quality public awareness. In comparison，Shanghai still needs to strive to catch up with global ecological cities especially in improving its environmental quality，functional structure，development efficiency and governance system. Based on the goal of building Shanghai into an ‘Ecological City’ in 2035 and the requirements of better suit the new concept of ‘a city built by the people and for the people’，the construction of Shanghai as an ‘Ecological City’ should focus more on consolidating its green development foundation to further improve the sense of gain from the general public，speeding up ‘green empowerment’ of the city’s traditional industries to enhance the comprehensive utilization rate of resource and energy，as well as strengthening multi-stakeholder environmental governance to further promote the city’s ecological culture.
