Abstract:Urban parks and green spaces are social resources with spatial attributes,and are very important to urban residents’ leisure and recreational basic public service needs. Scientific evaluation of the social performance of urban parks and green spaces from the perspective of social equity and justice can promote the equalization of urban basic public services and improve government public service governance performance. Under the concept of people’s city construction,Shanghai actively promotes the construction of “a city where everyone can enjoy a quality life and truly get the warm feeling”. The equalization of basic public services for urban parks and green spaces has become one of its important goals and connotations. However,currently Shanghai faces the following problems. First,the total amount of urban parks and green spaces is insufficient and the spatial layout is unbalanced;the second is the continuous upgrading of urban residents’ demand for parks and green spaces and the diversification of demand levels. Third,the central urban area is accelerating the aging of the population,and it is urgent to improve the social fairness and social justice of the construction of parks and green spaces. In this context,from the perspective of social equity and justice,this study constructs a social performance evaluation index system based on the “pressure-state-response” model. We carry out the social performance evaluation take the central area of Shanghai as an example. The results showed that:(1)the difference in social performance of park green space allocation in Shanghai’s central urban area presents differences both inner district and between districts. Districts like Hongkou,Jing’an,Huangpu and Putuo have lower social performance scores,and the differences are more significant at inner district level;(2)The total supply of green spaces and parks are insufficient,and there is a large gap in the construction of community-level parks;(3)The social fairness of the spatial allocation of parks of different levels is significantly different,and the spatial fairness of district-level parks<community parks<municipal parks;(4)The planning and layout of parks and green spaces did not pay special attention to the population density and distribution of the elderly and young people. The actual occupation of park and green space resources per capita in towns(streets)with higher population density was lower than the regional average. The social justice of green space allocation urgently needs to be improved. Finally,from the perspective of social equity and justice,relevant planning countermeasures and suggestions for improving the social performance of park green space allocation are proposed.
