以质量提升为导向的环境管理创新

Abstract:Environmental quality oriented management system could not only better define the responsibilities in environmental protection for government，private sector，and other parties，but also better integrate pollution control and prevention，and environmental risk management. We studied global experiences and analyzed the necessity and feasibility of the transformation of environmental management pattern with quality improvement as the final goal，and designed a brief index system focused on air and water quality，and gave some mechanism suggestions to the government.
