Abstract:In recent years，the environment state of Shanghai characterized as a segmented trend stationary，but the environment load has not been significantly alleviated，even emerged an increasing environmental pressures with the social and economic development，improvement of environmental quality also facing great challenges. How to determine the correct orientation of the environment strategic transformation based on the environmental performance of Shanghai need to be further studied. The report constructed a evaluation system of environmental performance，the evaluation results show that：the environmental performance of Shanghai has obvious stage characteristics，upgraded with transformation of environmental protection. But under the new situation of environmental protection，the role of government-led environmental protection system can play gradually limited. So，the improvement of Shanghai environmental quality and the achievement of environmental goals must firstly transform environmental strategic，enhance the status and role of new environmental protection initiatives in the environmental system，such as public participation and market mechanisms. The important of environmental strategic transformation of Shanghai is clarifying and playing the role of government，enterprise and the public. Besides the improvement the System security of multi-governance，regional coordination，social participation and market-oriented environment protection，the enhance of public participation in environmental transformation and improvement of third-party environmental pollution control and emissions trading are also more importantly.
