Abstract:The main motivation of Israel actively developing relations with the Kurds is to contain its hostile Arab/Islamic countries. Israel once supported the Kurds to establish an independent state. Taking advantage of the Kurdish “independence referendum” in 2017，the two sides have developed extensive political，military，exchanges and cooperation，especially in the oil trade area. In addition，Israel conducts cooperation with the Kurds in Turkey and Syria to varying degrees. Israel’s Kurdish policy is mainly based on national security and diplomatic strategies. Different policies have been adopted for Kurds in different countries in accordance with changes of the regional situation. Israel’s Kurdish policy lacks generality and coherence. Kurds in different countries and different Kurdish parties take into account the positions of major Islamic countries in the region，and have doubts and different views on developing relations with Israel. This situation has led to the expediency and mutual utilization in the relationship between Israel and the Kurds. This relationship is more influenced by changes of the geopolitical environment in the Middle East. It displays the characteristics of secrecy and inequality，and meanwhile lacks stability and durability.
