2020年国家气候适应型城市建设试点评估

Abstract:China has officially lauched the construction of 28 climate adaptation city pilots at the beginning of 2017. Pilots have made an array of efforts to adapt to climate change. Based on domestic and external research and practices on climate change adaptation，combined with the characteristics of Chinese cities and demands，this study conducts an integrated evaluation on pilots’ work progress and achievements by establishing Climate Resilient Pilot Evaluation Index System，including 6 first-level indicators and 15-21 second-level indicators. Results showed that the clearer adaptation concept，elevating adapation capacity and greater climate change monitoring ability has been got by the pilots，and institutional innovation as well as international communication and cooperation activities with unique functions has been carried out. Nevertheless，widely uneven work progress of polits indicates that China’s holistic climate change adaptation capacity still needs to be strengthened. It is suggested that an evaluation system should be put forward as soon as possible. Organizing the highlights of adaptation actions and work，as well as broadening pilots’ political vision of climate change adaptation are also regaraded as essentials.
