Abstract:Public Broadcasting Service （PBS） is essentially a state-owned or non-commercial broadcasting operation aiming to provide free，pluralistic，and sustainable service in favor of public interests. Teledifus？o de Macau （TDM） is the only free terrestrial TV station in Macao，and an essential channel for Macao citizens to receive local news. However，since the Handover in December 1999，its service has not kept abreast of the rapid social and economic development of the city. Nor has it provided satisfactory service for local residents in terms of adequate，diversified and high quality broadcasting programmes，although its operation has become completely dependent of government funds. This article，making reference to the first large-scale TDM audience survey and a comparative study of representative PBS models in the world and neighbouring countries and regions，provides an overview of the reform efforts undertaken by the Macao government in 2010 to restructure TDM into a public TV service. It elaborates in particular the reform plan which covers eight aspects including the reposition，structure，governance，finance，supervision，personnel，programmes and assessment.
