Abstract:The civil service system is a core component of public administration research and political system research, and it is the inevitable content of studying the governance capabilities and governance system of the Macao SAR Government. In Macau, "civil servants" have specific legal implications. Under the laws of Macao, there is a strict distinction between civil servants and public servants. The extension of civil servants is smaller than that of public servants. "Public servants" include public administrative staff in various appointment methods. The development of Macau's civil service reform after the reunification can be used as a main line to understand the reform of Macau's public administration after the reunification. A review of the reform and development of the civil service system in Macau is helpful to summarize the experience of Macau's administration after the return.
